KEY GOAL
The committee will work within Municipal Affairs and Housing's
goal "Saskatchewan, rich with the spirit of community
and cultural experiences."
OBJECTIVE
The work of this committee will be consistent with Provincial
Library's objective, "A provincial public library system
that provides equitable access to global information and
learning resources."
KEY ACTION
Establish a Minister's Advisory Committee to improve access
to library services for all Aboriginal people, province-wide,
to: encourage participation of Aboriginal people in the
development of public library services; and ensure access
to existing public library services for all First Nation
peoples living on-reserve.
COMPOSTION OF THE COMMITTEE
The committee will include representatives from libraries,
that wish to participate in this initiative, and from
Aboriginal organizations that have an interest in development
of library services for Aboriginal people.
MANDATE OF THE COMMITTEE
Identify ways to foster Aboriginal participation in, and
commitment to, the development and maintenance of public
library services designed to meet the library and information
needs of all Aboriginal people in Saskatchewan.
In order to achieve this mandate the committee will:
- Identify the unique library service needs of all Aboriginal
people and make recommendations regarding practical
ways to address those needs.
- Consider employment equity issues and options in all
public libraries in Saskatchewan, including the Employment
Development Program.
- Consider non-monetary issues as well as monetary
issues.
- Consider the collections needs of Aboriginal people,
for cultural materials, as well as for a broad range
of information and reading needs.
- Explore innovative, new ways of serving Aboriginal
people.
- Pursue cultural awareness programs with client library
groups.
- Define the provincial interest in library services
for First Nations.
- The committee will not address matters regarding
self-government of First Nations.
The committee will provide a report on its activities
with advice and recommendations to the Minister and the
ten public library systems on methods to achieve improved
public library services for Aboriginal people in Saskatchewan.
